If you wish to use ADMX templates (and this may be dependant upon which features/settings you need to configure), one way to simplify the management of ADMX files, is to implement a Central Store. The TechNet article you quoted, refers to ADMX templates, and as mentioned above, is *not* applicable to GPP. The example on johnfail's blog, is referring to Win8/WS2012 and shows the UI for GPP (not ADMX), and he says IEM (the old method) is no longer available as of Win8/WS2012 (which is true), due to the introduction of IE10. Note: You will have issues if you are using the Windows 2003/2000 GPMC, since they are not supported.
